To inform Migration Engineers of the correct procedure in handling RAISE_APPLICATION_ERROR.

More Research is needed to see if the application interacts correctly when an error is raised in Oracle.
The raiserror statement should be commented out and an MTG Issue should be placed above the raiserror statement.
